General

  • AI will never spent civs on upgrading agency branches
  • “Prepare collaboration government” mission now costs 1-2 civs (was 3-4)
  • All fascist countries now have access to modifier version of “Harsh Quotas”, “Forced Labor”, “Brutal Oppression” occupation laws. These version don’t have compliance decay.

Features

  • New game rule has been added: extra operative slots for Germany. Turning on this rule will add 2 operative slots to Germany since the game start.

Optimization

  • Reduced the amount of available manpower to 1 on lots of unplayable countries
  • More meme events have been removed
