• BeNeLux countries now will instantly join Allies faction after being declared on them

• New game rule has been added: Total Mobilization. Now host can decided whenever total mob could be allowed (always allowed for everyone, always banned for everyone except Japan, banned for everyone (except Japan) until Barbarossa starts)

• Plane research limiting rule now works correctly
