• Intel Network presence now reduces max planning factor only for 10% (was 100% @ 100% intel network strength)

  Fixes

• Spy on map icon (while recruiting) now visible with less lvl of zooming
• Annex minor decision improvement. Minor now can be annexed only if:
  • Minor exists
  • AI controlled
  • Country who’s annexing (UK/GER/JAP) not in war with current controller of minor’s cores
